End-use application	Vinyl chloride monomer (VCM) is mainly used in polyvinyl chloride (PVC), which finds extensive construction applications for pipes and siding, packaging for food and pharmaceuticals, and consumer products like flooring and toys.

The Ministry of Chemicals and Fertilizers, specifically the Department of Chemicals and Petrochemicals, Government of India, is committed to fostering a safe and quality-centric environment nationwide by issuing Quality Control Orders (QCOs) under the Environment, Health & Safety (EHS) framework. These orders regulate various goods imported into or manufactured within the country.   

In line with this objective, a recent QCO has been issued to regulate “Vinyl Chloride Monomer”. This product falls under the mandatory BIS-ISI Mark certification scheme (Scheme-I of Schedule-II), making it imperative for manufacturers and importers to obtain a valid license by a specified deadline. Failure to comply will lead to the prohibition of importing, manufacturing, or selling these goods in the Indian market.

Its implementation aims to safeguard consumers, promote standardization, uphold public health and safety, facilitate international trade, and stimulate economic development.
