Scope	This standard specifies requirements for all types of polyester staple fibres (PSF), such as virgin fibres, recycled fibres, dope dyed fibres, cationic dyeable fibres; and other polyester specialty fibres, such as spun lace fibres; slick fibres: antimicrobial fibres; nonwoven/filling fibres; flame retardant fibres; siliconised fibres and micro fibres; etc. for various end usages.

End-use application	Polyester Staple Fibers (PSF) are a versatile material used in clothing (sportswear, shirts) for wrinkle resistance and in home furnishings (fillings, carpets) for comfort and durability.

The Ministry of Commerce & Industry, specifically the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, is committed to fostering a safe and quality-centric environment nationwide by issuing Quality Control Orders (QCOs) under the Environment, Health & Safety (EHS) framework. These orders regulate various goods imported into or manufactured within the country.    

In line with this objective, a recent QCO has been issued to regulate “Polyester Staple Fibres (PSF)”. This product falls under the mandatory BIS-ISI Mark certification scheme also known as (Scheme-I of Schedule II), making it imperative for manufacturers and importers to obtain a valid license by a specified deadline. Failure to comply will prohibit importing, manufacturing or selling these goods in the Indian market.

Its implementation aims to safeguard consumers, promote standardization, uphold public health and safety, facilitate international trade, and stimulate economic development.
