Scope	This standard specifies the general requirement and method of tests for finned-type heat exchangers used for the manufacturing of air conditioners of all types and sizes.

Implementation date	The implementation date was initially June 1, 2020, but following an amendment, it has been revised to December 29, 2023.
End-use application	Finned-type heat exchangers in room air conditioners facilitate heat transfer for cooling, dehumidification, and improved energy efficiency. They help remove heat from indoor air and transfer it outside, contributing to comfortable indoor climates.

The Ministry of Commerce & Industry, specifically the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, regularly issues Quality Control Orders (QCOs) under the aspect of Environment, Health & Safety (EHS) to regulate various types of goods imported into or manufactured locally within the country. The objective is to foster a safe and quality-centric environment nationwide. 

In line with this objective, a recent QCO has been issued to regulate “Finned type Heat Exchanger for Room Air Conditioner”. This product falls under the mandatory BIS-ISI Mark certification scheme (Scheme-I of Schedule II), making it imperative for manufacturers and importers to obtain a valid license by a specified deadline. Failure to comply will lead to the prohibition of importing, manufacturing or selling these goods in the Indian market.

Its implementation aims to safeguard consumers, promote standardization, uphold public health and safety, facilitate international trade, and stimulate economic development.
