Scope	This standard prescribes the requirements of HDPE/ PP woven sacks of 45 kg capacity for packaging of neem-coated urea fertilizers and 50 kg capacity for packaging of other than neem-coated urea fertilizers, either produced indigenously or imported in bulk and repacked in sacks.

End-use application	High-Density Polyethylene (HDPE) and Polypropylene (PP) woven sacks are popular for packaging fertilizers due to their strength and durability.  HDPE Woven Sacks: Known for high tensile strength, moisture and chemical resistance, and cost-effectiveness. They are ideal for granular fertilizers and long-term storage.  PP Woven Sacks: Offer high tensile strength, lightweight, UV resistance, and breathability. They are suited for powdered fertilizers and retail packaging.  Both types of sacks are customizable and designed to protect fertilizers during transportation and storage, with considerations for environmental impact and storage conditions.

The Ministry of Chemicals and Fertilizers, Government of India regularly issues Quality Control Orders (QCOs) under the aspect of Environment, Health & Safety (EHS) to regulate various types of goods imported into or manufactured locally within the country. The objective is to foster a safe and quality-centric environment nationwide.     

In line with this objective, a recent QCO has been issued to regulate “Textiles – High-Density Polyethylene (HDPE) /Polypropylene (PP) Woven Sacks for Packaging Fertilizers”. This product falls under the mandatory BIS-ISI Mark certification scheme (Scheme-I of Schedule II), requiring manufacturers and importers to obtain a valid license by a specified deadline. Failure to comply will lead to the prohibition of importing, manufacturing or selling these goods in the Indian market.
