Scope	This standard is applicable to retro-reflective devices used on cycles intended to be used on public roads and, especially, bicycles and it also specifies photometric and physical requirements of retro-reflective devices.

Implementation date	The implementation date was initially January 1,2021 but was revised to July 1, 2023.
End-use application	Retro-reflective devices are essential for greater visibility and safety on vehicle signs, traffic signals and high-visibility clothing, reducing accidents and improving safety standards.

The Ministry of Commerce & Industry, specifically the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, regularly issues Quality Control Orders (QCOs) under the aspect of Environment, Health & Safety (EHS) to regulate various types of goods imported into or manufactured locally within the country. The objective is to foster a safe and quality-centric environment nationwide.  

In line with this objective, a recent QCO has been issued to regulate “Retro-reflective Devices”. This product falls under the mandatory BIS-ISI Mark certification scheme (Scheme-I of Schedule-II), making it imperative for manufacturers and importers to obtain a valid license by a specified deadline. Failure to comply will lead to the prohibition of importing, manufacturing, or selling these goods in the Indian market.

Its implementation aims to safeguard consumers, promote standardization, uphold public health and safety, facilitate international trade, and stimulate economic development.
