India Takes Green Leap with Responsible Used Oil Management

In a significant move toward environmental responsibility, the Ministry of Environment, Forest and Climate Change has introduced the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023. 

These rules will be effective from April 1, 2024, marking a major milestone in Extended Producer Responsibility (EPR) for used oil. Under these rules, any organization involved in base oil or lubrication oil activities must register with the Central Pollution Control Board (CPCB). 

This registration applies to producers, collection agents, recyclers, and used oil importers. CPCB has also defined responsibilities for these stakeholders.

To streamline the process, CPCB aims to launch an online portal for registration and EPR implementation within six months of the rule’s publication, dated September 18, 2023.
