Recently, the government has mandated ISI certification for Resin Treated Compressed Wood Laminates, but what is Resin Treated Compressed Wood Laminates?
Resin-treated compressed wood laminates are engineered wood products made by compressing layers of wood veneers together with a resin binder under high pressure and temperature.
These laminates possess excellent strength, durability, and resistance to moisture and heat, making them ideal for various applications in both residential and commercial settings.
But why government issue quality control orders for Resin Treated Compressed Wood Laminates? Let’s find out.
What is a Quality Control Order?
A Quality Control Order (QCO) is a directive issued by the government to regulate the quality standards of specific products.
It aims to ensure that products meet certain benchmarks regarding safety, performance, and quality.
Quality Control Order for Resin Treated Compressed Wood Laminates
On February 29th, the Department for Promotion of Industry and Internal Trade (DPIIT) made an important announcement regarding the quality control of Resin Treated Compressed Wood Laminates used for electrical, chemical, and general purposes.
From January 14, 2025, the below specified resin-treated compressed wood laminate products must meet certain Indian Standards to ensure their quality and safety according to the amendment,
Title of Indian Standard | Indian Standard |
Resin Treated Compressed Wood Laminates for electrical purposes | IS 3513 (Part 1):1989 |
Resin Treated Compressed Wood Laminates for chemical purposes | IS 3513 (Part 2):1989 |
Resin Treated Compressed Wood Laminates for general purposes | IS 3513 (Part 3):1989 |
Additionally, there are revised deadlines for Micro and Small Enterprises (MSEs) to comply with these standards are below:
- Small Enterprises have until April 14, 2025.
- Micro Enterprises have until July 14, 2025.
This change is aimed at enhancing the reliability of Resin Treated Compressed Wood Laminates across various industries, ensuring they meet quality and safety standards.

Importance of ISI Mark for Wood Laminates
The Bureau of Indian Standards (BIS) issues ISI Certification which is a mark of quality and conformity to specific standards set by the government.
For resin-treated compressed wood laminates, ISI certification is crucial for several reasons:
1. Quality Assurance: ISI certification ensures that the laminates meet stringent quality standards regarding material composition, manufacturing processes, and performance characteristics.
This assures consumers of the product’s reliability and longevity.
2. Safety Compliance: Certified laminates undergo rigorous testing to ensure they meet safety standards, including resistance to fire, chemicals, and load-bearing capacity.
This helps prevent accidents and hazards associated with substandard materials.
3. Consumer Confidence: The ISI mark instils confidence among consumers, indicating that the product has been independently verified for quality and adherence to standards.
It helps consumers make informed choices and minimizes the risk of purchasing inferior or counterfeit products.
4. Market Access: In many cases, ISI certification is a prerequisite for accessing certain markets or participating in government projects.
Manufacturers and suppliers must comply with these requirements to remain competitive and expand their business opportunities.
How Does ISI Certification Benefit Consumers?
For consumers, the QCO offers several advantages:
1. Assurance of Quality: With standardised quality parameters in place, consumers can be confident about the durability and performance of the wood laminates they purchase.
2. Enhanced Safety: Stricter regulations on formaldehyde emissions contribute to healthier indoor environments, particularly important for homes and workplaces where people spend a significant amount of time.
3. Long-term Cost Savings: High-quality laminates are more resistant to damage and wear, reducing the need for frequent replacements or repairs.
This translates to long-term cost savings for consumers.
4. Consumer Rights Protection: The QCO provides a legal framework to address grievances related to substandard products, ensuring that consumers receive value for their money.
What Can Consumers Do to Ensure Safety and Quality?
As a consumer, you can take certain steps to ensure that you’re getting quality wood laminates:
1. Look for ISI Mark: Check if the laminates carry the ISI mark, indicating compliance with Indian quality standards.
This serves as a reliable indicator of product quality and conformity to regulations.
2. Read Product Labels: Pay attention to product labels and information provided by manufacturers.
Look for details on materials used, performance characteristics, and compliance with relevant standards.
3. Purchase from Reputable Brands: Opt for laminates from well-known brands with a reputation for quality and reliability.
These brands are more likely to adhere to regulatory requirements and offer better customer support.
4. Report Non-compliance: If you encounter laminates that don’t meet quality standards or exhibit defects, report them to the relevant authorities or consumer protection agencies.
Your feedback can contribute to improving industry practices and protecting consumer rights.
