
Revised QCO Guidelines Issued for PV Inverter Implementation
On 26th March 2025, Ministry of New and Renewable Energy MNRE has released a QCO under “Solar Systems, Devices and Components Goods Order, 2025” for Power Invertors for use in Photovoltaic Power Systems for the addition of Standard of IS/IEC 61683: 1999 (procedures for measuring the efficiency of power conditioners used in photovoltaic systems).
Key Highlights
- Addition of IS/IEC 61683: 1999 (Procedure for measuring efficiency) with the existing standard IS 16221 (Part 2): 2015/ IEC 62109-2: 2011.
- The last date of implementation of the new standard is 27 July 2025.
- Power inverters for photovoltaic systems must be tested as per IS/IEC 61683:1999, with a separate test report provided.
Implementation of revised QCO
For existing Licensees:
- Licensees have to implement the revised standard before the last date.
- For already registered models Licensee should apply online through the “Standard Revision/ Amendment/ Essential Requirement” module and submit the test reports IS/IEC 61683: 1999 for each lead model and covering the series model, declaring the efficiency for each model lead and series.
- The applicable fees for license scope extension under BIS Regulations, 2018, will be charged as per the prescribed norms, covering the application and additional test reports.
- BIS will issue a letter for all the models indicating compliance upon successful implementation of IS/IEC 61683:1999.
- The registered models not complying with IS/IEC 61683:1999 after the implementation date will be deleted from the scope, and the license shall be applicable for expire.
For new Applicants
- New applications may be submitted with a test report of IS/IEC 61683: 1999 in addition to a test report as per IS 16221 (Part 2): 2015
- New applications without a test report under IS/IEC 61683:1999 will be accepted until 27 July 2025, with a declaration from applicants to implement the revised QCO within the stipulated timeline.
- After 27 July 2025, no new licenses will be granted without compliance with the new QCO.
