BIS Quality Control Order for Safety of Household, Commercial and Similar Electrical Appliances
The Department for Promotion of Industry and Internal Trade (DPIIT) has introduced the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025.
This order applies to all electrical appliances meant for household, commercial, or similar use, operating at voltages up to 250V for single-phase and 480V for other types, including DC-powered and battery-operated appliances.
All covered appliances must conform to Indian Standard IS 302 (Part 1): 2024 and bear the Standard Mark from the Bureau of Indian Standards (BIS), as per Scheme-1 of the BIS Conformity Assessment Regulations, 2018.
To provide manufacturers and stakeholders additional time to comply with the updated safety requirements, the implementation timeline has been revised.
Revised compliance deadlines:
- Large Enterprises: 19th March 2026
- Small Enterprises: 19th June 2026
- Micro Enterprises: 19th September 2026
Key Exemptions under the Safety of Household, Commercial and Similar Electrical Appliances (QCO), 2025:
- Already Regulated Products – Appliances covered under any other existing Quality Control Order or notified for mandatory BIS certification under another Act are excluded from this QCO.
- Export Goods – Products manufactured in India exclusively for export are exempt from the scope of this Order.
- Imports for R&D – Manufacturers of household and similar appliances can import up to 200 units per year for research and development purposes. These units must not be sold commercially and must be disposed of as scrap after use.
- Pre-Implementation Stock – Goods manufactured or imported before the specified implementation date will be exempt for up to 6 months, provided the manufacturer holds a valid BIS certification or has applied for it, and has submitted a formal declaration to BIS regarding the said stock.

BIS Quality Control Order for Electrical Appliances for Commercial Dispensing and Vending
The Department for Promotion of Industry and Internal Trade (DPIIT) has introduced the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025, now set to be implemented from 1st October 2025—extended from its original date of 1st April 2025.
This extension provides manufacturers and stakeholders additional time to comply with the updated safety requirements.
As per the order, all covered appliances must adhere to IS 302 (Part 2/Sec 75): 2018 and display the Standard Mark from the Bureau of Indian Standards (BIS), under Scheme-1 of the BIS (Conformity Assessment) Regulations, 2018.
Revised Compliance Deadlines:
- Large Enterprises: 1st October 2025
- Small Enterprises: 1st January 2026
- Micro Enterprises: 1st April 2026
Exemptions under the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025:
- Export Goods – Products manufactured in India exclusively for export are exempt from the scope of this Order.
- R&D Exemption – Manufacturers of electric appliances for commercial dispensing and vending are allowed to import up to 50 units per year for research and development purposes, provided these goods are not sold commercially, are disposed of as scrap, and year-wise records are maintained and submitted to government authorities upon request.

BIS Quality Control Order for Aluminium and Aluminium Alloy Products
The Department for Promotion of Industry and Internal Trade (DPIIT) has introduced the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025, effective from 1st October 2025.
The implementation date of the QCO Order has been extended to 1st October 2025, from the earlier implementation date of 1st April 2025, providing manufacturers and stakeholders additional time to comply with the updated safety requirements.
Under this order, Aluminium and aluminium alloy products, mentioned in the order, must comply with their applicable Indian standard and must display the Standard Mark, authorised by a license from the Bureau of Indian Standards, by Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Date of Implementation for:
- General (Large Enterprises): 1st October, 2025
- Small Enterprises: 1st January, 2026
- Micro Enterprises: 1st April, 2026
Exemptions under the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025:
- Export Goods: Products manufactured in India exclusively for export are exempt from the scope of this Order.
- R&D Exemption: Manufacturers of aluminium products are allowed to import up to 200 kilograms per year for research and development purposes, provided these goods are not sold commercially, are disposed of as scrap and a year-wise record is maintained and submitted to the Central Government on the manufacturer’s letterhead, duly signed by an authorized signatory.

BIS (Quality Control) Amendment Order for H Acid, K Acid and Vinyl Sulphone
The Ministry of Chemicals and Fertilisers has introduced the (Quality Control) Amendment Order for H Acid, K Acid and Vinyl Sulphone. The implementation date for these products has been extended to 13th August 2025, from the earlier implementation date of 14th May 2025.
The following goods/articles are covered under this order:

Extension of Implementation Timeline under the Electrical Equipment (Quality Control) Second Amendment Order, 2024
The Ministry of Heavy Industries has announced a six-month extension for the implementation of the Electrical Equipment (Quality Control) Second Amendment Order, 2024.
- New Implementation Date: 10th November 2025.
(Previous date: 10th May 2025)
This extension is kind of specific to standards and covers the following standards and product categories of Low Voltage Switchgear and Control gear Products under Scheme-X:
- IS/IEC 60947 Part 2: 2016: AC Circuit Breakers (Category A): All ratings above 630A, up to 440V AC
- IS/IEC 60947 Part 2: 2016: AC Circuit Breakers (Category B): All ratings up to 2000A, up to 440V AC
- IS/IEC 60947 Part 3: 2020: All AC utilisation categories up to 250A, up to 440V AC
- IS/IEC 60947 Part 4 Section 1: 2018: Contactors: All AC utilisation categories up to 32A
- IS/IEC 60947 Part 4 Section 2: 2020: All product ratings
- IS/IEC 60947 Part 4 Section 3: 2020: All product ratings,
- IS/IEC 60947 Part 5 Section 1: 2016: All AC utilisation categories up to 440V AC,
- IS/IEC 60947 Part 5 Section 2: 2019: All product ratings,
- IS/IEC 60947 Part 5 Section 5: 2016: All devices with button-type actuators
This extension provides manufacturers and industry stakeholders with additional time to align with BIS compliance requirements and ensure their products meet the mandated conformity standards for the Indian market.

Draft Rules Released for License-Free Use of 6 GHz Band for Low-Power Wireless Systems
The Ministry of Communications has released draft rules titled “Use of Low Power and Very Low Power Wireless Access Systems including Radio LAN in Lower 6 GHz Band (Exemption from Licensing Requirement) Rules, 2025” under the Telecommunications Act, 2023.
Objective: To enable license-free usage of the 5925-6425 MHz frequency spectrum for low-power indoor and outdoor wireless access systems, such as Wi-Fi.
Key Provisions:
- No license or frequency assignment required for compliant use.
- Use must be non-interference, non-protection, and on a shared, non-exclusive basis.
- Strict technical parameters for power levels, bandwidth, and emissions are specified.
Operational Restrictions:
- Oil platforms
- Indoor use on vehicles, boats, and aircraft (except above 10,000 feet)
- Communication/control of drones or unmanned aerial systems
Public Consultation: Stakeholders can submit objections or suggestions within 30 days from the Gazette publication date (16 May 2025) to the Joint Secretary (Telecom), Department of Telecommunications.

Update on Specific Absorption Rate (SAR) value for Mobile Handset in India!
On May 7, 2025, the Department of Telecommunications (DoT) issued a notification reinforcing compliance with the Specific Absorption Rate (SAR) standards for mobile handsets in India. All devices must strictly adhere to the SAR limit of 1.6 W/kg, averaging over 1 gram of tissue.
In addition, the DoT has mandated that all previous Office Memoranda (O.M.s) related to SAR must continue to be followed by all mobile handset manufacturers.
This move enhances transparency and empowers consumers with vital safety information about their mobile devices. It also underscores the industry’s collective responsibility to prioritise user health and safety.

- Mandatory SAR Limit: All mobile handsets must adhere to the 1.6 W/kg SAR limit.
- Visible SAR Value: Manufacturers must display the SAR value clearly on the handset packaging.

Extension of Deadline for Annual Returns under E-Waste Management Rules, 2022
The Central Pollution Control Board has issued a notice extending the filing deadlines for quarterly and annual returns under the E-Waste (Management) Rules, 2022, for the Financial Year 2024–25.
New Deadline: Returns can now be submitted on the Centralised Portal till 30th June 2025, extended from the earlier date of 30th April 2025.
Key Points:
- Extended Deadline: Filing of quarterly and annual returns for FY 2024–25 is now open until 30th June 2025.
- EPR Certificate Transactions: Producers can buy EPR certificates for e-waste recycling credits from registered recyclers on the EPR Portal.
All stakeholders are advised to utilise this extension to ensure compliance with the E-Waste (Management) Rules, 2022.

TRAI Releases Key Recommendations for Satellite-Based Communication Services!
On 9th May 2025, the Telecom Regulatory Authority of India (TRAI) released its much-awaited recommendations to the Department of Telecommunication (DoT) on how spectrum (radio frequencies used for communication) should be assigned to companies offering satellite-based internet, voice, and data services in India.
These recommendations are aimed at supporting India’s vision to expand high-speed connectivity, especially to rural and remote areas, using satellite communication technologies.
Key Recommendations:
- Specific frequency bands suggested for different types of satellite services
- Spectrum to be assigned for 5 years, extendable by 2 more years
- Companies must coordinate with each other to avoid signal issues
- Government to assign spectrum within 30 days of application
- Possible subsidy support for satellite internet in rural and remote areas
- New pricing method based on a company’s revenue and user base in cities
These steps can boost satellite broadband, improve rural connectivity, and support India’s Digital India goals.

Big move by TRAI to Fight Spam and Digital Fraud!
On April 25, 2025, the Telecom Regulatory Authority of India (TRAI) held a meeting of the Joint Committee of Regulators (JCoR) with key bodies like RBI, SEBI, IRDAI, Meity, and others to tackle growing concerns around spam calls, fake messages, and digital scams.
Here’s what was discussed:
- The committee discussed how to implement 1600 series numbers for government and financial sector calls, aiming for quick rollout and regular monitoring.
- Encouraging businesses to use the Digital Consent Acquisition (DCA) platform to take user consent before sending messages
- Taking stronger action against fraudulent headers, fake SMSs, and misuse of mobile numbers
- Working on ways to handle spam on OTT and RCS apps (like messaging apps)
A great example of multiple regulators coming together to protect consumers and make digital communication safer and more reliable.

BEE Extends Voluntary Star Labelling Program for Tyres Until June 2026
To drive better fuel efficiency and smarter energy use, the Bureau of Energy Efficiency (BEE) has extended the Voluntary Star Labelling Program for Tyres by 1 year.
New Star Rating Validity: 1st July 2025 to 30th June 2026
Manufacturers willing to continue their registered models beyond 30th June 2025 should process the Model Degradation process before or by 30th June 2025.

BEE Launches Star Labelling Program for Evaporative Air Coolers
The Bureau of Energy Efficiency (BEE) has officially launched the Star Labelling Program for Evaporative Air Coolers under its Voluntary Scheme, effective 1st July 2025.
