BIS Issued Guideline for Implementation of Amendment No.1 to IS 16333 (Part 3): 2022
Bureau of Indian Standards (BIS) has issued guidelines for the implementation of Amendment No.1 to IS 16333 (Part 3): 2022 – Indian Language Support for Mobile Phone Handsets.
Key Changes Introduced in Clause 6:
- BIS mandates that each mobile phone handset must include an instruction manual, either in printed form or digital mode (via online user guide or QR code).
- The method for accessing the information in digital mode must be provided on the product packaging.
Implementation Deadline:
The amendment will be implemented from 19 September 2025. Until then, the standard without Amendment No. 1 remains valid.
What Applicants need to do:
- All the applicants of Mobile Phone Handset must ensure the facilitation of the user manual report, either in physical or digital form, before the deadline.
- If there is any change in the instruction manual format, BIS must be duly informed.
This step by BIS promotes digital ease and enhances consumer accessibility, aligning with evolving technology trends in India and making devices more user-friendly.

BIS Issued Revised Guidelines for Implementation of IS 18112
BIS Registration department issued the latest notification dated 23rd June 2025 as below for Digital Television Receiver for Satellite Broadcast Transmission Specification IS 18112 (FTA TV & Radio signals) is mandatory under BIS CRS for Plasma/LCD/LED Televisions already covered under IS 616:2017/IEC 60065:2014.
Implementation last date: 26 October 2025
Existing BIS licensees must: –
- Apply for inclusion under Change in Scope of Licence (CSoL) under Scheme II. Refer CSoL guideline
- Use existing series guidelines for Plasma/LCD/LED TVs for inclusion of IS 18112 compliance.
- If models already have a TV tuner, apply online under module: “Apply for Standard Revision/Amendment/Essential Requirement” along with the IS 18112 test report. The test lab must mention the IS 616 test report number within the IS 18112 report for the same models.
- After 26th Oct 2025, non-compliant models will be deleted from the scope of the license. If none of the models meet the compliance then R# will be cancelled.
Applications (New Applications/Grant)
- New applications received as per IS 616:2017/IEC 60065: 2014 will be processed only till 25th Sep 2025(one month before the deadline) with an undertaking confirming that IS 18112 compliances will be fulfilled before the due date. In case the license fails to meet IS 18112 compliance by 26th Oct 2025, the license/model shall be cancelled.
- Applications received at BIS as per the old standard, pending after the due date, will be automatically rejected.
- New applications will be processed by the Guidelines for Grant of Licence (you can find the official link below)
Inclusion
Inclusions received as per IS 616:2017/IEC 60065: 2014 may be processed further by the prevailing guidelines until 25 Sep 2025(one month before deadline) All Inclusions received for Plasma/ LCD/ LED/ Televisions as per IS 616:2017/IEC 60065 2014, pending after the last date of implementation, will be automatically rejected.

Licenses after getting approvals shall display the Indian standard as IS 616/IEC 60065, IS 18112

TRAI Releases Key Recommendations for Satellite-Based Communication Services!
The Telecom Regulatory Authority of India (TRAI) released its much-awaited recommendations to the Department of Telecommunication (DoT) on how spectrum (radio frequencies used for communication) should be assigned to companies offering satellite-based internet, voice, and data services in India.
These recommendations are aimed at supporting India’s vision to expand high-speed connectivity, especially to rural and remote areas, using satellite communication technologies.
Key Recommendations:
- Specific frequency bands suggested for different types of satellite services
- Spectrum to be assigned for 5 years, extendable by 2 more years
- Companies must coordinate with each other to avoid signal issues
- The government to assign the spectrum within 30 days of the application
- Possible subsidy support for satellite internet in rural and remote areas
- New pricing method based on a company’s revenue and user base in cities
These steps can boost satellite broadband, improve rural connectivity, and support India’s Digital India goals.

DoT Mandates KYC for Internet Telephony
On 16 June 2025, the Department of Telecommunications (DoT) issued a directive mandating that all licensees with Access Service Authorisation under the Unified License (UL) or UL (VNO) must implement full KYC verification for subscribers using Internet Telephony services with mobile numbering series.
Why this matters:
It came to light that some licensees were offering services under the “Business Connection” category without performing proper end-user verification, presuming that existing KYC norms were limited to traditional mobile services.
Key highlights from the directive:
- Existing KYC norms for mobile services must be applied mutatis mutandis to Internet Telephony.
- All applicable business rules (bulk) connections must also be followed.
- Licensees have a 90-day window from the date of the letter (i.e., until 14 September 2025) to ensure full compliance.
- Any non-compliance after the deadline will be treated as a license breach and may lead to penal action.
This move strengthens accountability and user verification across both traditional and digital telecom services.

TRAI Launches Pilot Project for Digital Consent Management in Partnership with RBI and Banks
The Telecom Regulatory Authority of India (TRAI), in collaboration with the Reserve Bank of India (RBI) and select banks, launched a Pilot Project on 16 June 2025 to tackle one of the biggest challenges in telecom and digital communication — spam and unsolicited commercial calls
The issue: Many businesses claim to have “consumer consent” — but these are often collected through offline, unverifiable means. This leads to misuse of personal data, deception, and even financial fraud.
The solution: A Digital Consent Management System
Under this pilot:
- Consents will be collected digitally and stored securely.
- Telecom Service Providers (TSPs) will maintain an interoperable registry.
- Banks are leading the first phase due to the high risk of fraud in financial communications.
- Operates under a Regulatory Sandbox to ensure robust testing.
This is a crucial step towards consumer privacy, transparency, and accountability in India’s digital landscape.

BIS (Quality Control) Amendment Order for Polyethene Woven Sacks
The Ministry of Chemicals and Fertilisers has introduced the (Quality Control) Amendment Order for three types of Polyethene Woven Sacks. The implementation date for these textile products has been extended to 06th September 2025, from the earlier implementation date of 06th June 2025.

This order requires that all goods/articles mentioned in the order must comply with their respective Indian Standard before the new notified implementation date to sell, import or distribute into the Indian Market.
The products must display the Standard Mark under a license from the Bureau of Indian Standards, under Scheme I of Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

BIS (Quality Control) Amendment Order for Poly Vinyl Chloride (PVC) Homopolymers
The Ministry of Chemicals and Fertilisers has introduced the (Quality Control) Amendment Order for Poly Vinyl Chloride (PVC) Homopolymers. The implementation date to comply has been extended to 24th December 2025, from the earlier implementation date of 24th June 2025.
This order requires that Poly Vinyl Chloride (PVC) Homopolymers must comply with its applicable Indian Standard IS 17658:2021 before the new notified implementation date to sell, import or distribute into the Indian Market. The product must display the Standard Mark under a license from the Bureau of Indian Standards, by Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

The Ministry of Chemicals and Fertilisers has introduced the (Quality Control) Amendment Order for Polypropylene (PP) Materials for Moulding and Extrusion. The implementation date to comply has been extended to 24th October 2025, from the earlier implementation date of 24th June 2025.
This order requires that Polypropylene (PP) products must comply with its applicable Indian Standard IS 10951: 2020 before the new notified implementation date to sell, import or distribute into the Indian Market. The product must display the Standard Mark under a license from the Bureau of Indian Standards, under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

BIS Issues Draft Quality Control Order for Bearings
The Department for Promotion of Industry and Internal Trade (DPIIT) has introduced a draft for the Bearings (Quality Control) Order, 2025. It shall come into force on the date of its publication in the Official Gazette.
Under this order, various types of bearings mentioned in the order must comply with their applicable Indian standard and must display the Standard Mark, authorised by a license from the Bureau of Indian Standards, by Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Date of Implementation:
- For General (Large Enterprises): Twelve months from the date of publication of this order.
- For Small Enterprises: Fifteen months from the date of publication of this order.
- For Micro Enterprises: Eighteen months from the date of publication of this order.
Exemptions under this order:
- Export Goods: Products manufactured in India exclusively for export are exempt from the scope of this Order.
- Imports as Part of Assemblies: Bearings imported as a part of any finished goods, sub-assembly, or component are not covered under this Order.
- Imports for Export Manufacturing: Bearings imported for making export products are exempt, subject to a signed self-declaration with invoice details and an undertaking not to use/sell in the domestic market. The manufacturer must also maintain proper records for verification or audit.
- R&D Exemption: Manufacturers of bearings are allowed to import up to 200 units per year for research and development purposes, provided they are not sold, are scrapped after use, and year-wise records are submitted to the Central Government with a signed declaration.

WASTE MANAGEMENT
Draft Plastic Waste Management (Second Amendment) Rules, 2025
The Ministry of Environment, Forest and Climate Change (MoEF&CC) has officially notified a draft notification under the Plastic Waste Management Rules, 2016 for effective implementation of guidelines on Extended Producer Responsibility on Plastic packaging and pushing forward the agenda for recycled plastic packaging.
Key highlights:
The Producer, Importer and Brand Owner (PIBO) shall ensure the use of recycled plastic in the plastic packaging category-wise.
1. Mandatory Recycled Content
- Producer, Importer and Brand Owner must now include recycled plastic in packaging – up to 𝟲𝟬% by 2028 for rigid plastic (Category I), 20% by 2028 for Flexible Plastic, and 10% for Multilayered Plastic.
- Shortfall in 2025-26 for Producer, Importer and Brand Owner can be carried forward for three years.
2. Food Contact Packaging:
- Use of recycled content is allowed only as per FSSAI regulations.
3. Importers:
- Recycled plastic already present in imported material cannot be counted toward this target.
- The importer will have to fulfil its obligation of use of recycled content through the purchase of a certificate from such Producers, Importers, and Brand Owners who have used recycled content over their obligation.
4. Reuse Obligation for Rigid Plastic (Category I):
Brand owners using rigid plastic packaging must now ensure a certain percentage of reused plastic, especially for drinking water.
5. Exemption:
The CPCB may grant case-by-case exemptions for PIBOs for plastic packaging reuse rules, where statutory or technical limitations apply.
Please note: Objections or suggestions on the draft notification may be submitted in writing within the specified period to: sohsmd-mef@gov.in. The Government will consider the draft on or after 2nd August 2025, following a review of the public input received.

BEE Extends Star Rating Validity for Light Commercial Air Conditioners (LCAC)
The Bureau of Energy Efficiency (BEE) has extended the star rating validity for Light Commercial Air Conditioners (LCAC) under the mandatory regime. The new star rating validity period will be now 1st July 2023 to 31st March 2026.
Manufacturers or permittee holders who wish to continue selling their approved models must adhere to the Model continuation process before or by 31st July 2025.
No applications will be accepted after this deadline.
