Bureau of Indian Standards – CRS

Introduction of the BIS Series Guidelines for IS 18112:2022 on Television Sets with Digital Satellite Tuners

On April 26, 2023, MeitY introduced television sets with digital satellite tuners in accordance with the IS 18112:2022 standard under the “Electronics and IT Goods (Requirements for Compulsory Registration) Order, 2021.”.

The respective ministry has issued the model series formation guideline for this newly introduced product category. The existing series guidelines for TV sets will be applicable (outlined in the table below), allowing up to 10 models to be grouped under a single test report.

Note: While digital satellite tuners are not notified as an independent product category, television sets equipped with digital satellite tuners are subject to BIS regulations.



Waste Management

New Construction & Demolition Waste Management Rules, 2024

The Ministry of Environment, Forests & Climate Change has unveiled new regulations to enhance waste management in construction and demolition.

Effective date: The online portal for compliance launches on April 01, 2025. All regulations will be streamlined through this platform.

Key Requirements:

  • Developers & Companies: Segregate waste, recycle at least 50%, and use 20% C&D waste material.

  • Recyclers: Comply with environmental standards and invest in technology.

  • ULBs: Set up waste collection, transportation, and processing systems.

  • State Governments: Enact policies and run awareness campaigns.

EPR Implementation:  The new rule will be monitored through an online portal, tracking waste deposits, EPR certificates, and overall compliance.


Final Reminder: Submit Your Plastic Waste Management Returns by September 1st, 2024

The CPCB has issued Show Cause Notices to 3,590 PIBO units registered in FY 2022-23 for not submitting their Annual Returns under the Plastic Waste Management rules. The final deadline to submit these returns is September 1, 2024.

What Happens if You Miss the Deadline? 

  • Auto-Filled Returns: CPCB will auto-fill your Annual Returns.

  • Hefty Penalties: EPR Targets for FY 2023-24 will include a 25% penalty over last year’s targets.

  • Legal Action: Under the Environmental Protection Act, of 1986 you could face legal consequences.



TEC-MTCTE

NCCS Voluntary Security Certification for ONT Products under TEC-MTCTE

  • From August 1st, 2024, Optical Network Terminal (ONT) products can undergo Voluntary Security Certification (VSC).

  • ONTs not certified under the MTCTE must obtain security certification by February 1st, 2025. Until then, they can apply under the voluntary certification scheme.

  • ONTs certified by TEC under MTCTE and deployed in telecom networks must obtain mandatory security certification by April 1st, 2025. Until the mandatory date, they can apply for the voluntary scheme and propose hardware or software changes.

Note: Administrative and Security Test Evaluation Fees are waived during the VSC period.

Revised Exemption Date for GPS Parameter

The Telecommunication Engineering Centre (TEC) has recently clarified that the actual date of exemption for submitting GPS parameter test reports under MTCTE is the 30th of September 2024.

Bureau of Indian Standards- ISI

Department of Chemicals & Petrochemicals  extends enforcement dates of Quality Control Orders for Morpholine and 3 other chemicals

The Department of Chemicals & Petrochemicals (DCPC) under the Ministry of Chemicals and Fertilizers has extended the enforcement dates for Quality Control Orders (QCOs) related to morpholine and three other chemicals (Acetic acid, Methanol, and Aniline). These extensions were officially announced in the Official Gazette of India on August 1, 2024 (Morpholine) and August 5, 2024 (Acetic acid, Methanol, Aniline).

The original QCO for morpholine was issued on June 16, 2020, while the QCOs for acetic acid, methanol, and aniline were published on August 5, 2019.

The old and extended enforcement dates for morpholine and the other 3 chemicals are as follows:

The chemicals listed in the above table shall comply with the applicable Indian Standard stated under the Mandatory BIS-ISI Certification regime (Scheme-I of Schedule II) and should bear the Standard Mark under license from the Bureau of Indian Standards.


Cotton Bales (Quality Control) Amendment Order

On 13th August 2024, The Ministry of Textiles introduced new rules to ensure that Cotton Bales meet the quality standard covered in Indian Standard IS 12171:2019. These cotton bales must also have the Standard Mark, obtained through a license from the Bureau of Indian Standards, following Scheme-I of Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

This Order may be called the “Cotton Bales (Quality Control) Amendment Order, 2023.” It shall come into effect on the 27th of August 2025.”

It’s also important to note that these rules do not apply to goods or articles intended for export.

BIS Draft Quality Control Order for the K Acid

The Ministry of Chemicals and Fertilizers issued the draft K Acid (Quality Control) Order, 2024, on August 11, 2024. This order mandates that K Acid products comply with Indian Standard IS 11557:1986 and bear the BIS certification mark. The order applies to K Acid products sold domestically, excluding exports, and will be enforced by the Bureau of Indian Standards (BIS).

Implementation Dates-

  • General Enterprises (excluding Micro and Small Enterprises): January 1, 2025

  • Small Enterprises: April 1, 2025

  • Micro Enterprises: July 1, 2025

FSSAI

FSSAI Orders FBOs to Stop Marketing Milk as A1 or A2 Amid Regulatory Advisory

The Food Safety and Standards Authority of India (FSSAI), an autonomous regulatory body that operates under the Ministry of Health and Family Welfare, has issued an advisory to Food Business Operators (FBOs) instructing them to cease marketing their milk and milk products as either A1 or A2.

A1 and A2 refer to two genetic variants of beta-casein, a protein in cow’s milk. A1 milk contains histidine protein, while A2 milk contains proline. A2 milk is often promoted as a healthier alternative and is typically sold at a higher price. However, the scientific community has yet to reach a consensus on the purported health benefits of A2 milk.

Consequently, FSSAI’s current regulations do not recognize the A1 and A2 classifications within milk standards, and FBOs are now required to remove any such claims from their product labels.
