
OTR 2024: A Regulation for Machinery & Electrical Equipment
Today, we’re talking about a major regulatory advancement – Omnibus Technical Regulation (OTR) 2024, introduced under Scheme X by the Ministry of Heavy Industries (MHI), Government of India (GoI)
Aimed at strengthening the safety of heavy machinery and electrical equipment, this regulation is set to take effect from September 1, 2026. It marks a significant shift in India’s regulatory landscape, ensuring that workplace safety is prioritised, operational risks are reduced, and compliance aligns with modern global standards.
The OTR 2024 mandates that Bureau of Indian Standards certification covers 20 categories, including pumps, compressors, transformers, switchgear, CNC tools, and more, making it essential for manufacturers and importers to align with Indian regulatory frameworks.
Key Highlights:
- Based on IS 16819 / ISO 12100 – General principles for machinery design and risk assessment.
- Mandatory BIS license – Applicable to both manufacturing and imports.
- Involves factory audits, product testing, and continuous surveillance
- Only Indian Standards are accepted – International certifications like IEC/ILAC reports are not valid
