New SIM Cards Rules to Be Followed in India

The Department of Telecommunications (DoT) is introducing new rules for buying and selling SIM cards that will be enforced nationwide from December 1, 2023, with an aim to curb rising scam cases. The new rules include:   

  • SIM dealer verification: All SIM card dealers must undergo mandatory verification.
  • Demographic data collection: Customers purchasing SIM cards for their existing numbers must provide demographic data and undergo Aadhaar scanning.
  • Background checks: Stores selling SIM cards must conduct thorough background checks on their employees.
  • KYC: Telcos must register SIM card sellers and conduct their proper KYC before onboarding them into the system.
  • Bulk SIM card sales: Telcos must stop the sales of bulk SIM cards. 

The penalty for non-compliance with these regulations can result in fines of up to 10 lakhs for each non-compliant shop.   

The government has taken these steps to safeguard citizens’ privacy and security which may help in minimizing the risks associated with fraudulent activities conducted through unverified or fake SIM cards.
