
MoEFCC Announces New Labelling Norms for Plastic Packaging
The Ministry of Environment, Forest & Climate Change has notified mandatory labelling requirements under the Plastic Waste Management (Amendment) Rules, 2016, setting new labelling and marking standards for plastic packaging
Key Provisions
1. Each plastic packaging shall have the following information printed in English, namely:
- Name and registration certificate number for producer, importer or brand owner generated through a centralised online portal in case of rigid plastic packaging. (effective 1 July 2024)
- Name and registration certificate number for producer, importer or brand owner generated through a centralised online portal in case of multi-layered plastic packaging.
- Name and registration certificate number, and thickness of packaging for producer, importer or brand owner generated through a centralised online portal and thickness in case of flexible plastic packaging.
- Name and registration certificate number for producer or importer, or brand owner, generated through a centralised online portal in case of compostable plastic. (effective 1 January 2025)
- Name and certificate number issued by CPCB in case of biodegradable plastic.
2. The above information can be provided in one of the following ways, effective 1 July 2025:
PIBOs may choose any of the following labelling options:
- Barcode printed on plastic packaging.
- QR Code printed on plastic packaging.
- A product information brochure carrying the required data.
- A unique number is printed on the plastic packaging.
3. Submission Requirements:
- PIBOs must submit their labelling details to CPCB using the format in Annexure I, which is provided in the rules.

- Submission of this form (Annexure-I), along with supporting documents (barcode/QR code labels, product brochures, or unique identifiers), will be mandatory through the CPCB EPR Portal once enabled.
