How to Obtain Plastic Waste Management Registration in India

How to Obtain Plastic Waste Management Registration in India?

Plastic waste management has become a pressing issue globally, and India is no exception. With its adverse effects on the environment and human health, effective management of plastic waste has become essential to save our planet.

In response to this challenge, countries worldwide are implementing regulations to control the production, usage, and disposal of plastic materials to mitigate the adverse effects of plastic on the environment.

In this global fight, the Government of India has also implemented stringent regulations under the Plastic Waste Management Rules to control the generation, collection, segregation, processing, and disposal of plastic waste.

So, if you’re in the business of production or marketing of plastic products, obtaining registration is a crucial initial step.

In this blog, we are going to provide you a simplified guide on how to get plastic waste management registration. But before we move forward, let’s take a look at what plastic waste management rules in India are and what is its significance.

Understanding Plastic Waste Management Rules in India

Plastic Waste Management Rules in India

Plastic pollution has become a global concern, and India, as one of the world’s largest consumers of plastic, is not exempt from its impact. It poses severe threats to ecosystems, marine life, and even human health.

So, in response to this growing crisis, the Government of India introduced the Plastic Waste Management Rules (PWM) in 2016, with subsequent amendments in 2018. These rules aim to regulate the production, usage, and disposal of plastic waste in the country.

These rules categorize plastics into various types and lay down guidelines for their management at different stages. Key provisions include the prohibition of certain types of plastic, extended producer responsibility (EPR), and the establishment of a plastic waste management system at the local level.

Significance of Plastic Waste Management Rules

Plastic Waste Management Rules serve as a framework for industries and individuals towards responsible and sustainable practices in handling plastic waste. By mandating adherence to these rules, the government aims to mitigate the adverse environmental and health impacts of plastic pollution, safeguarding ecosystems, wildlife, and human well-being.

Moreover, these rules incentivise the adoption of eco-friendly alternatives and recycling initiatives, promoting a shift towards a circular economy model. Through extended producer responsibility and waste management obligations, manufacturers and stakeholders are encouraged to take accountability for the entire lifecycle of their plastic products, from production to disposal.

This fosters a culture of environmental stewardship and encourages innovation in waste management technologies and practices.

Plastic Waste Management Registration Process

Plastic Waste Management Registration Process

Entities involved in the manufacture, processing, recycling, reprocessing, collection, distribution, sale, or trading of plastic carry bags, plastic sheets, or plastic films are required to register under the Plastic Waste Management Rules.

Step 1: Creating a Portal

The first step in the PWM registration process is to create a portal. This involves providing essential details about your entity and the authorized person. Ensure you have the necessary documents ready, including Company PAN, GST details, authorized person’s PAN, and Aadhar.

Step 2: Initiate Registration

Once the portal is created, proceed to initiate the registration process. Verify the entity and authorized person details, and upload the supporting documents as mentioned earlier. This step is crucial for validation and authentication purposes.

Step 3: Company Registration

Next, provide important details about your entity during the company registration phase. This includes information such as total capital investment, details of the products produced or marketed, the total quantity of plastic consumed, and other relevant information.

Step 4: Provide Plastic Waste Generation Data

In this step, you’ll need to provide information about the quantity of plastic waste generated in different states. This includes pre-consumer and post-consumer data, giving authorities a comprehensive view of your plastic waste management practices.

Step 5: Transaction Details

Provide details of transactions involving plastic packaging or products with plastic packaging. This includes procurement and sales information, ensuring transparency in your business operations related to plastic waste.

Step 6: Uploading Undertaking and Covering Letter

As part of the registration process, upload the necessary undertaking and cover letter as required by the authorities. These documents affirm your commitment to complying with plastic waste management regulations.

Step 7: Government Fee Payment

Process the required government fee payment to complete the registration process. This fee is also essential for the processing and approval of your PWM application.

Step 8: Post-Compliance

Once your registration is approved, it’s important to maintain post-compliance with the PWM application. This involves:

  • Providing transaction details of plastic packaging or products with plastic packaging for the previous financial year.
  • Filing state-wise plastic waste generation data for the previous financial year.
  • Completing the Extended Producer Responsibility (EPR) target from a registered recycler.
