
EV Chargers Now Under BEE’s Standards & Labeling (S&L) Program!
India has shown significant growth towards transition toward e-mobility and this growth is happening at the grass root level by also ensuring energy efficiency in EV infrastructure is crucial.
The Bureau of Energy Efficiency (BEE) has taken a proactive role in this transformation by including Li-ion traction batteries and Systems, Tyre and now Electric Vehicle Supply Equipment (EVSE)—commonly known as EV chargers—under its Standards & Labeling (S&L) programme.
An EV charger is a device that supplies electricity to charge the battery of an electric vehicle (EV).

Recognizing the rising energy demand from EV charging infrastructure, BEE initiated the process to regulate EV chargers under the voluntary labeling regime.
Scope of EV Chargers under the S&L Regulation
The S&L regulation applies to DC-output Electric Vehicle Supply Equipment (EVSE) i.e. that provide DC power and are used for charging electric vehicles on the road.
These chargers must meet the standards given in IS 17017-1 and others, and this rule is for those that are being made, imported, or sold in India.
Refrain from the scope,
- Wireless/Inductive EVSE
- Equipment on the electric vehicle
- Chargers used for:
- Trolley buses
- Rail vehicles
- Industrial trucks
- Off-road vehicles
Parameter deciding the energy efficiency of the product,
Weighted Average Energy Efficiency (Eff AVG(%)): Measures the overall energy efficiency of an EV charger when it works at different power levels and with different weighting factors.
Key Objectives
- Encourage the adoption of energy-efficient EV chargers.
- Enable informed consumer choice through performance labels.
- Reduce grid stress by promoting chargers with optimal energy conversion efficiency.
- Support Make in India by incentivizing domestic/MSME manufacturers/BEE permittee to meet performance benchmarks during fresh registration/ annual filling.
