BIS Certification Must for Material Treatment Machines Under OTR

As India strengthens its regulatory framework, businesses dealing with machinery used for the treatment of materials must prepare for an important update.

Under the Bureau of Indian Standards Scheme X – Omnibus Technical Regulation (OTR), it will soon be mandatory to obtain BIS certification for all types of machinery that treat materials through processes involving a change in temperature, including their assemblies, sub-assemblies, and components.

This regulation covers, but is not limited to, the following equipment:

  • Heat treatment furnaces
  • Industrial ovens
  • Kilns
  • Autoclaves
  • Cooling chambers
  • Induction hardening machines
  • Flame hardening equipment
  • Quenching tanks
  • Nitriding and carburising furnaces
  • Vacuum heat treatment furnaces

These machines play a critical role across sectors such as manufacturing, metallurgy, ceramics, and pharmaceuticals.

Applicable HSN Codes:

If your product falls under any of the following HSN codes, this regulation applies to you:

  • 841932
  • 841939
  • 841940
  • 841950
  • 841960
  • 841981
  • 841989
  • 84199090

Deadline for Compliance:

1st September 2026 — All relevant machinery must be BIS certified before this date to continue operating legally in the Indian market.

Exemption Clause:

This regulation does not apply to machinery or electrical equipment already covered under another Quality Control Order (QCO) issued by BIS. However, if your products are not covered elsewhere and meet the OTR criteria, then obtaining a BIS license is mandatory.

Manufacturers and importers are strongly advised to begin the compliance process early to avoid last-minute hurdles and regulatory penalties
