
BIS Certification Must for All types of Cranes Under OTR
If you’re a manufacturer or importer of cranes, this update from the Bureau of Indian Standards is one you simply can’t afford to miss. Under the BIS SchemeX – Omnibus Technical Regulation (OTR), it will soon become mandatory to obtain BIS certification for all types of cranes intended for sale, use, or distribution in the Indian market.
Scope of the Regulation:
The regulation extends to all types of cranes, including their assemblies, sub-assemblies, and components. This means even if you manufacture only parts of cranes, you still fall under the scope.
Specifically, it covers equipment like:
- Tower Cranes
- Mobile Cranes
- Crawler Cranes
- Overhead Cranes
- Floating Cranes
- Truck-mounted Cranes
Whether your cranes are used in construction, shipping yards, warehouses, or infrastructure projects, this regulation is now a critical compliance requirement.

If your product is classified under the following HSN codes, this regulation applies to you:
- 842611
- 842612
- 842619
- 842620
- 842630
- 842641
- 842649
- 842691
- 84269990
Important Compliance Date
- Effective from: 28th August 2024
- Cerification Deadline: 1st September 2026
This gives businesses just over two years to achieve full compliance — a timeline that may seem long, but considering the certification process, documentation, and testing involved, early action is crucial.
Exemption Clause:
It’s important to note that this order does not apply to any machinery or electrical equipment already covered under a separate Quality Control Order (QCO) issued by BIS.
What Should You Do?
If your machinery falls under the above HSN codes and is not exempted, obtaining the mandatory BIS license under Scheme X–OTR is essential to continue operating in India without legal or supply chain disruptions.
