
BIS Certification Must for Tools for Construction under OTR
The compliance under the BIS Scheme X – Omnibus Technical Regulation (OTR) continues to expand, and this time it impacts businesses that deal with machinery for working stone, ceramics, concrete, asbestos cement, or mineral glass.
Starting 1St September 2026, BIS certification will be mandatory for all such machines, including their assemblies, sub-assemblies, and components. After this date, only BIS-certified machines will be allowed for manufacture, import, and sale in India.
Scope of Regulation:
This regulation applies to a wide range of machines, such as:
- CNC stone engraving machines
- Water jet cutting machines
- Stone polishing machines
- Masonry saws
- Tile cutting machines
- Concrete grinding machines
- Diamond wire saws
- Edge profiling machines
- Stone carving machines
These machines are widely used in construction, infrastructure, architecture, and manufacturing sectors.

Important Note:
This order does not apply to any machinery or electrical equipment that is already covered under another Quality Control Order (QCO) issued by BIS.
For everyone else, this regulation makes BIS licensing non-negotiable. Early action on documentation, testing, and certification ensures you avoid last-minute roadblocks and maintain smooth market access.
