As we move closer to the end of our series, today we turn our attention to another key segment impacted by the BIS Scheme X – Omnibus Technical Regulation (OTR): machinery for public works, building, and other specialised mechanical appliances with individual functions.

Scope of Regulation:

This regulation applies to all types of machines for public works and building, as well as machinery and mechanical appliances having individual functions, along with their assemblies, sub-assemblies, and components.

It includes:

  • Excavators
  • Bulldozers
  • Road pavers
  • Concrete mixers
  • And sub-assemblies such as hydraulic systems and control units.

Compliance Deadline:

1st September 2026 – All relevant machinery must be BIS certified before this date to legally operate in the Indian market.

Important Note:

This order does not apply to machinery or electrical equipment already covered under other Quality Control (QC) Orders issued by BIS.

The OTR mandate for these categories highlights India’s strong emphasis on safety, quality, and standardisation in heavy equipment. Manufacturers and importers must begin the certification process early to avoid market disruptions and ensure smooth compliance.
