The BIS Scheme X – Omnibus Technical Regulation (OTR) continues to expand its scope, and this time it impacts manufacturers and importers of machinery used in rubber and plastics processing.

Under this regulation, obtaining BIS certification will soon become mandatory for these machines to be sold or operated in the Indian market.

Scope of Regulation:

This regulation applies to all types of machinery for working with rubber and plastics, along with their assemblies, sub-assemblies, and components.

Key examples include:

  • Extruders
  • Blow moulding machines
  • Injection moulding machines
  • Sub-assemblies such as hydraulic systems, control panels, and heating elements

Applicable HSN Code: 8477

Compliance Deadline:

1st September 2026 – All relevant equipment must be BIS certified before this date.

Important Note:

This regulation does not apply to machinery or electrical equipment already covered under another Quality Control Order (QCO) issued by BIS.

With OTR compliance becoming mandatory, businesses in the rubber and plastics sector need to plan their certification process early. Taking timely action ensures smooth operations, uninterrupted market access, and a strong reputation for quality and safety.
