Introduction

In an effort to strengthen quality assurance across industrial products, the Bureau of Indian Standards (BIS) introduced Scheme X in March 2022. This certification framework focuses on bringing assemblies, sub-assemblies, and machine tools under a structured compliance regime before they reach the Indian market.

What is BIS Scheme-X Certification?

BIS Scheme X, introduced under the 2018 BIS Conformity Assessment Regulations, is a specialised product certification framework aimed at ensuring that machinery, electrical equipment, and control gear—whether manufactured in India or imported—comply with specified Indian Standards and carry the BIS Standard Mark before entering the Indian market.

By aligning with global safety and performance norms, Scheme X simplifies regulatory approvals for manufacturers while assuring buyers of reliable and compliant products.

Electrical Equipment Low-Voltage Switchgear

Order 2022

The Ministry of Heavy Industry (MHI), Government of India, has notified eight products under the category of low-voltage switchgear and control gear in accordance with the IS/IEC 60947 series.

These products were initially brought under regulatory purview through Scheme-II but have since been re-notified under Scheme-X, following Amendment-1 to the Energy Efficiency (Quality Control) Order (EEQCO).

Scheme-X specifically targets low-voltage switchgear and control gear products and is set to be implemented in a phased manner.

No, only test results by the relevant Indian Standard will be acceptable.

No, samples must be tested only in BIS laboratories or BIS-recognised labs in India. The applicant is responsible for sending the sample to the designated lab and covering the testing charges.

Yes, BIS has the right to carry out surveillance during the operation of a license at any time with or without prior intimation.

The Standard Mark must be visible on the product, its packaging, or both. It should include the License number (L-XXXXXXXXXX) and any other details specified in the license, as per BIS guidelines.

To obtain a BIS license under Scheme X, a manufacturer must have adequate manufacturing infrastructure, proper in-process and quality control systems, and in-house testing capabilities as per the relevant Indian Standard (IS). The product must fully conform to all the technical and safety requirements outlined in the applicable IS to qualify for certification.
