BUREAU OF INDIAN STANDARDS (BIS)

BIS Announced Implementation guideline of IS 302-1: 2024  

Adapters for household and similar applications have been mandatory for certification since the CRO phase 2017. Since then, a lot of manufacturers have registered their adaptors under this category for BIS.  

The Revised Standard IS 302 (Part 1): 2024, aligned with IEC 60335-1: 2020. The concurrent use of both standards will cease on February 23, 2025, after which the old version will be withdrawn. 

On 27th Nov 2024 BIS released implementation guidelines for IS 302-1: 2024 as below:  

Implementation Guidelines: 

For Existing Licensees 

  • All licensees must ensure compliance with all Lead models from the existing scope. 
  • Undertaking for series model to be submitted for compliance with IS 302-1: 2024 
  • Licenses will be cancelled if compliance is not ensured by February 23, 2025. 

For New Applicants 

  • Applications based on the 2008 standard (old) will be accepted only up to one month before the implementation deadline.
  • An existing application under process shall be processed as per old guidelines provided the applicant undertakes that they shall implement it before the last date of implementation. 
  • Applicants must transition to the 2024 standard before the deadline. 

For Change in Scope of License 

  • Changes to licenses using the old standard will only be processed until the licensee transitions to the 2024 standard or the implementation date, whichever is earlier.

Effective Date: These guidelines are effective immediately.

STQC 

Acceptance of Test Reports for “Essential Requirements for CCTV Security” under PPO 2017.

  • 14 new laboratories have been empanelled under the BIS-CRS. 
  • The list of the laboratories is available over the BIS portal. 
  • The applicant who has applied, already has a test report and currently submitted their samples for testing under the STQC laboratories prior to this notification can submit their reports for the implementation of ER for Security of CCTV to BIS. 
  • For the applicants who have tested their samples or submitted their samples to the STQC labs, the applicants can generate the Test Request Formats from the LIMS portal.  
  • The concerned STQC laboratories are advised to attach the Test report about such samples with the LIMS-generated report without further testing. 
  • Applicants/ Licensees may thereafter use that LIMS report for applying for implementation of “Essential Requirement(s) for Security of CCTV”. 


 

ISI 

BIS Quality Control Order for Aluminium and Aluminium Alloy Products

ISI Mark for Aluminium and Aluminium Alloy Products

The Ministry of Commerce and Industry notified Aluminium and Aluminium Alloy Products (Quality Control) Order, 2024. It shall come into force on the date of its publication in the Official Gazette i.e. 25th October 2024. 

All goods or articles mentioned in the order must comply with their respective Indian standard and must display the Standard Mark, authorized by a license from the Bureau of Indian Standards, by Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. 

The Order does not apply to goods manufactured domestically for export.  

Date of Implementation:

  • For general: 1st April 2025 
  • For small enterprises: 1st July 2025 
  • For micro-enterprises: 1st October 2025

BIS Quality Control Order for Electrical Appliances for Domestic Clothes Washing

The Ministry of Commerce and Industry notified Electrical Appliances for domestic clothes washing (Quality Control) Order 2024. 

Electrical appliances for domestic clothes washing mentioned in the order must comply with the respective Indian standard IS 302 (Part 2/Sec 7): 2010 titled “Safety of household and similar electrical appliances particular requirements – domestic electric clothes washing machines” and must display the Standard Mark, authorized by a license from the Bureau of Indian Standards, by Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. 

This order exempts manufacturers of electric clothes washers from certain regulations for: 

  • R&D Imports: Up to 200 units per year for research, not for resale, and must be scrapped. Manufacturers must maintain and provide records of these goods if requested by authorities.
  • Large-Capacity Appliances: Exemption for washers with a capacity over 11 kg for one year, applicable to manufacturers certified by the Bureau or those who have applied for certification. 

The order does not apply to goods manufactured domestically for export. 

Date of Implementation:

  • For general: 1st April 2025 
  • For small enterprises: 1st July 2025 
  • For micro-enterprises: 1st October 2025

BIS Quality Control Orders for H Acid, K Acid, and Vinyl Sulphone (2024)

The Ministry of Chemicals and Fertilizers has notified the following Quality Control Orders, effective from 14th May 2025:

  • H Acid must comply with Indian Standard IS 8637: 2020 titled “H Acid – Specification”.
  • K Acid must comply with Indian Standard IS 11557: 1986 titled “Specification for 2-Naphthylamine-3:6:8-Tri sulphonic, technical”.
  • Vinyl Sulphone must comply with Indian Standard IS 18340: 2023 titled “Vinyl Sulphone-Specification”.

All products must display the Standard Mark authorized by a BIS license, following Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. These Orders do not apply to goods manufactured domestically for export.

V-Belt (Quality Control) Amendment Order

The Ministry of Commerce and Industry has introduced the V-Belt (Quality Control) Amendment Order, 2024, which shall come into force on the date of its publication in the Official Gazette i.e. 24th October 2024. 

This order requires that V-Belt must comply with their respective Indian Standards. The products must display the Standard Mark under a license from the Bureau of Indian Standards, under Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. 

The V-Belt (Quality Control) Amendment Order, 2024 provides two key exemptions: 

  • Exemption for Existing Stock: Manufacturers or importers with stock produced or imported before the order’s start can sell or display it for up to six months, with a declaration certified by a Chartered Accountant. 
  • R&D Imports: Manufacturers can import up to 200 units per year for research, but these cannot be sold and must be scrapped. Year-wise records must be kept and submitted to the authorities.

Gypsum-based Building Materials (Quality Control) Amendment Order

The Ministry of Commerce and Industry has introduced the Gypsum-based Building Materials (Quality Control) Amendment Order, 2024, which came into force on the date of its publication in the Official Gazette i.e. 15th November 2024.  

This order requires that Gypsum-based Building Materials must comply with their respective Indian Standards. The products must display the Standard Mark under a license from the Bureau of Indian Standards, by Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.  

The Gypsum-based Building Materials (Quality Control) Amendment Order, 2024 provides two key exemptions:  

  • Exemption for Existing Stock: Certified manufacturers or those applying for certification can sell or display goods made or imported before the order for six months with a government declaration certified by a Chartered Accountant.
  • R&D Imports: Up to 200 pieces annually can be imported for R&D, not for sale, with proper disposal as scrap and record-keeping.

Acrylonitrile-Butadiene-Styrene (ABS) (Quality Control) Amendment Order

The Ministry of Chemicals and Fertilizers has introduced the Acrylonitrile-Butadiene Styrene (ABS) (Quality Control) Amendment Order, 2024, which shall come into force on the date of its publication in the Official Gazette i.e. 19th November 2024.  

This order requires that Acrylonitrile-Butadiene Styrene (ABS) comply with its respective Indian Standards. The products must display the Standard Mark under a license from the Bureau of Indian Standards, by Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.  

NOTE: This Order shall not apply to Acrylonitrile-Butadiene Styrene (ABS) Moulding and Extrusion Materials used for the production of toco transducers.

WASTE MANAGEMENT 

E-Waste, Battery, and Tyre Waste Returns Filing Deadline Extended by MoEFCC 

MoEFCC Extends Deadline for Filing Returns under Waste Management Rules to 31st December 2024

The Ministry of Environment, Forest, and Climate Change (MoEFCC) has provided an extension for the filing of quarterly and annual returns for the financial year 2023-24 under the following Waste Management Rules: – 

  • E-Waste (Management) Rules, 2022 
  • Battery Waste Management Rules, 2022 
  • Tyre Waste (under Hazardous and Other Waste (Management and Transboundary Movement) Amendment Rules, 2022.

 The deadline for filing the returns has been extended until 31st December 2024.

Key Points: 

  • This extension is likely due to challenges faced by various stakeholders, such as producers, collections centres and recyclers, in adhering to the earlier deadlines.
  • The extended deadline of 31st December 2024 gives more time for the entities to comply with the return filing requirements for the years 2023-24. 

Impact: 

Companies registered under the Extended Producer Responsibility (EPR) regime for respective Waste Management regulations are advised to take advantage of this extended deadline to ensure compliance and avoid penalties. 

Further, the MoEFCC released a notification on 12th November 2024, stating some key changes on the penalty for the entity or person who fails to comply or contravenes the provisions of these rules.

BEE

Extension in Star label validity period for Microwave Oven

BEE has come up with a notification w.r.t Microwave oven, in which, the existing star label validity period has been extended for 1 year, for which details are given below, 

  • The revised sample label validity period will be from 08th March 2019 to 31st December 2025. 
  • The portal to apply for model continuation will be open from 20th November 2024
  • Model continuation applications will not be accepted beyond 31st December 2024.

Extension in Star label validity period for Solar Water Heater 

BEE has come up with a notification w.r.t Solar Water Heaters covered under the Voluntary regime of BEE, in which, the existing star label validity period has been extended for 1 year, for which details are given below:

  • The revised sample label validity period will be from 14th December 2019 to 31st December 2025. 
  • The portal to apply for model continuation will be open from 20th November 2024
  • Model continuation applications will not be accepted beyond 31st December 2024.

Extension in Star Rating Validity of Domestic LPG Stives Under Star and Labelling Programme 

  • The star rating table for Domestic LPG Stoves is extended. Updated Validity is from 1st January 2025 to 31st December 2025.
  • Manufacturers must upload updated labels, approval letters, and recent test reports for continued registration by December 31, 2024.

Note: Test report not older than 3 years from the date of issue letter)

  • Approved models require the submission of a document indicating a willingness to continue. 
  • Applications will not be accepted after December 31, 2024, non-compliance will lead to deactivation. 
  • The Portal has been active since November 22, 2024, for model continuation.

TRAI’s New Directives: Ensuring Secure and Compliant Messaging Systems

In continuation of its initiative to curb the menace of spam calls and prevent the misuse of SMS headers and content templates, the Telecom Regulatory Authority of India (TRAI) has recently issued directives keeping in mind the need of the hour for enhanced traceability and compliance in this sector. These guidelines are designed to ensure that the messaging system remains secure, transparent, and fully compliant with regulatory standards.

To facilitate this, TRAI has instructed access providers to ensure that all Principal Entities (PEs) and Telemarketers (TMs) complete the PE-TM chain binding as soon as possible, to prevent disruptions in the message delivery. This process shall help ensure that messages can be tracked properly across the network, making the system more secure and transparent. 


To help every Principal entity and Telemarketer complete the PE-TM chain binding, Access Providers will have to run awareness campaigns such as webinars, emails, and other communications to explain how to complete the binding process. If any PEs or TMs don’t complete the process, they will receive daily warnings. Additionally, Access Providers are required to send daily reports to TRAI, updating them on the progress of the binding process, until the deadline of November 30, 2024. After December 1, 2024, any messages that are not properly linked in the PE-TM chain will be rejected, which means that they won’t be delivered to the end customer. 

To conclude, through these guidelines, TRAI wants to ensure that all PEs and TMs complete the PE-TM chain binding, with Access Providers helping them to follow the process. From December 1, 2024, only compliant messages will be transmitted, ensuring security and transparency.
