Scope  This standard specifies requirements for all types of virgin and recycled polyester partially oriented yarns (POY) for various end usages.

 Implementation date  The implementation date was initially October 15, 2021, but following an amendment, it has been revised to October 5,2023. 
End-use application  Polyester Partially Oriented Yarn (POY) is the base for many fabrics. It’s mostly turned into softer, bulkier textured yarn for clothes and home textiles. POY can also be directly woven into strong, stable fabrics for apparel and industrial uses.

The Ministry of Commerce & Industry, specifically the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, is committed to fostering a safe and quality-centric environment nationwide by issuing Quality Control Orders (QCOs) under the Environment, Health & Safety (EHS) framework. These orders regulate various goods imported into or manufactured within the country.    

In line with this objective, a recent QCO has been issued to regulatePolyester Partially Oriented Yarn (POY)”. This product falls under the mandatory BIS-ISI Mark certification scheme also known as (Scheme-I of Schedule II), making it imperative for manufacturers and importers to obtain a valid license by a specified deadline. Failure to comply will prohibit importing, manufacturing or selling these goods in the Indian market.
