The Ministry of Commerce and Industry has issued the Electrical Appliances for Domestic Clothes Washing (Quality Control) Order, 2024, which came into effect on November 1, 2024, as per its publication in the Official Gazette.
Under this notification, all Electrical Appliances for domestic clothes washing must adhere to the Indian Standard 302 (Part 2/Sec 7): 2010 and carry the Standard Mark, certified under a license issued by the Bureau of Indian Standards (BIS), as outlined in Scheme-1 of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
Exemptions and Provisions
- This Order does not apply to goods or articles manufactured domestically for export purposes.
- Up to 200 items imported annually for research and development purposes until 1st April 2026 are exempt, provided these items are not sold commercially and are disposed of as scrap. Manufacturers must maintain year-wise records and furnish them to the authorities upon request.
- Appliances with a capacity greater than 11 kg are exempt for one year from the commencement of this Order if the manufacturer is certified by the Bureau or has applied for certification.
Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certifying and enforcement authority for all goods and articles specified in the table.
Penalties
Any individual or entity found violating the provisions of this order will be subject to penalties as prescribed under the Bureau of Indian Standards Act, 2016.
Implementation Timeline
The order will be implemented in a phased manner as follows:
- General Enterprises: 1st April, 2025
- Small Enterprises: 1st July, 2025
- Micro Enterprises: 1st October, 2025
