In 2024, the government plans to issue 65 quality control orders (QCO) covering over 500 products said a senior government official on January 04, 2024.

Rajesh Kumar Singh, Secretary, of the Department for Promotion of Industry and Internal Trade (DPIIT), said that these orders are being issued at a “fairly high rate”. 

So far, 33 Quality Control Orders (QCOs) have been issued for more than 127 products, including air conditioners, fridges, pipes and safety valves. 

We are currently processing 65 new QCOs in partnership with BIS, which are essential not only for consumer safety but also to enhance quality standards, he told journalists.

DPIIT Joint Secretary Sanjiv told the media during the briefing that these orders are made for products such as smart meters, door fittings, nuts, bolts & fasteners and so on.

What is a Quality Control Order (QCO)?

QCOs are government regulations issued to maintain the highest quality standards for specific products or product categories. 

These QCOs aim to ensure a product meets specific quality, safety, and performance requirements before being produced, imported, stored or sold in the country.

However, the main objective of these orders is to control the import of sub-standard and cheaper items into the domestic market and ensure that customers have access to quality products that meet the necessary standards.

However, the primary purpose of these orders is to prevent the importation of low-quality products into the domestic market and to provide consumers with high-quality products that meet.

Who issues QCO? 

According to the authority granted in Section 16 of the Bureau of Indian Standards Law, 2016, QCOs are issued by different ministries/departments of the Government of India to ensure that consumers have access to quality products. 

The BIS (Bureau of Indian Standards) plays a key role in ensuring that the quality standards specified in the QCOs are met.

Moreover, BIS acts as an enforcement as well as a certification authority for the implementation of products covered under the QCOs.

Penalties for Violating the Order

Mandatory QCOs help reduce imports of low-quality products, prevent unfair trading practices and protect consumers and the environment.

However, violation of the order may result in imprisonment for up to 2 years or a minimum fine of Rs 2 lakh in the case of the first offence and Rs 5 lakh or more in the case of each subsequent offence.

Impact of QCO

QCOs in India have increased due to measures taken to curb imports of low-quality products, especially from China and promote domestic production. 

Toys, machinery safety equipment, footwear, pressure cookers, air conditioners and chemicals are among the products that have already been subject to mandatory certification.

Even World Trade Organisation members objected, claiming that QCOs can only be justified on the grounds of national security, public health and safety, or environmental protection.
